UK HMO licensing is fragmented across ~360 local authorities. Each council publishes its register in a different format — CSV, XLSX, PDF, a web search tool, or not at all without an FOI request.
The data is public. It's just not aggregated. Finding out whether a property in Brighton, Cardiff, and Edinburgh are all HMO-licensed means three separate council websites, three different search interfaces, and often three emails to planning departments.
